Traffic Guidelines For The 51st International Eucharistic Congress




A big event is again happening in Cebu City. This is the 51st International Eucharistic Congress. 

According to IEC, it is an international gathering of people aimed at promoting an awareness of the central place of the Eucharist in the life and mission of the Catholic Church. The Roman Ritual De Sacra Communione et de Cultu Mysterii Eucharistici extra Missam defines the Congress as “a pause for commitment and prayer to which a particular Church invites the universal Church”. During this time “the celebration of the Eucharist becomes the center and vortex of all forms of piety, of theological and pastoral reflections, of social commitment”. 

If you don't want to be stuck in traffic or even walk for long distances, then might as well check these traffic guidelines.





1. FIRST DAY (Sunday, January 24, 2016)
Opening Mass @ 4:00PM at Plaza Indepedencia

The following streets will be closed to vehicular traffic, namely:
a. M.J. Cuenco Avenue – from M.C. Briones Street up to Legaspi Extn.
b. Osmena Boulevard from Lapulapu Street up to M.J. Cuenco Avenue
c. M.C. Briones Street from Lapulapu Street up to M.J. Cuenco Avenue
d. Legaspi Extn. From M.J. Cuenco Avenue up to Arellano Boulevard
e. Sergio Osmena Blvd. from R. Palma St. up to Legaspi Extn.

Note: SRP – no entry of trucks, only light vehicles, buses from the city and buses used for IEC (From 2PM until the event is done)


2. SECOND DAY – SIXTH DAY (Monday – Friday, January 25 – 29, 2016)
Pope John Paul II (Juan Luna Avenue) shall be “NO ENTRY” for all types of vehicles at 5:00AM – 9:00AM and 2:00PM – 7:00PM from TESDA to Cardinal Rosales Avenue


3. VISITIA IGLESIA (Sector 1 and 2, Thursday, January 28, 2016)
Sector 1: At Capitol Parish, passing along N. Escario Street, right turn Gorordo Avenue to Asilo dela Milagrosa Church, procedd to F. Sotto St., right turn Queens Road, then to Redemptorist Church, traverse along R. Aboitiz St., right turn Juana Osmena St., right turn N. Escario St., to Capitol Parish Church, then end of Sector 1.


4. HOLY EUCHARIST at Capitol Building (Friday, January 29, 2016)
Closure of Roads leading to Capitol Area is established with options considered for the extent of closure as to the actual situation during the event.

The following roads shall be closed to vehicular traffic:
a. N. Escario Street from F. Ramos Extension to Don Gil Garcia Street
b. Osmena Boulevard from N. Escario Street to Don Jose Avila Street


5. SOLEMN PROCESSION from Capitol to Plaza Independencia (Friday, January 29, 2016)
Osmena Boulevard shall be closed to vehicular for the solemn procession. PUJ’s will be rerouted and private vehicles are advised to take alternate access in going to destination.


6. HOLY EUCHARIST AND SINULOG PRESENTATION at Cebu City Sports Center (Saturday, January 30, 2016)
Roads within the vicinity of the Sports Center will be closed to vehicular traffic namely
1. P. del Rosario Street from Pelaez Street up to Leon Kilat St.
2. Osmena Boulevard from Sanciangko Street up to Arlington Pond Street
3. R.R. Landon Street from Pelaez Street up to the Sports Center


7. STATIO ORBIS at SRP (Sunday, January 31, 2016)
There are no road closures during Statio Orbis. However entry to SRP and the passage along SRP will be controlled for this event.
“NO ENTRY” for trucks, vans and trailers at SRP shall be implemented to minimize the volume of vehicles passing along the area. They will not be allowed to enter starting 12NN until the end of the IEC event.


8. For the Color Coded Bus: Carousel Routes
The entry of trucks, vans and trailers is prohibited from January 24-31, 2016 at 5:00AM-9:00AM and 2:00PM-7:00PM on the following streets:

a. Veterans Drive – from Marco Polo to Salinas Drive
b. Salinas Drive – from Jy/Gorordo Avenue to Arch. Reyes Avenue
c. F. Cabahug Street – from H. Cortes St. to Juan Luna Avenue
d. Osmena Boulevard – from Fuente Rotunda to Capitol/N. Escario Street
e. Gorordo Avenue – from Gen. Maxilom Avenue to Cardinal Rosales Avenue
f. Gen. Maxilom Avenue – from Gorordo Avenue to Fuente Rotunda
g. Fuente Rotunda/Oval
h. N. Escario Street – from Don Gil Garcia St. to Arch. Reyes Avenue
i. Gov. Cuenco Avenue – from Salinas Drive to A.S. Fortuna Street
j. M. Logarta St. – from Cabahug St. to Kaoshiung St.
k. F. Urot St – from Cabahug St. to Kaoshiung St.
l. Kaoshiung St. – from Sergio Oseman Avenue to A. Soriano Avenue
m. Cardinal Rosales Avenue – from Juan Luna Ave. to Luzon Ave.
o Traffic advisories (in tarp) shall be installed on areas visible to the motorists
o Information/traffic advisories shall also be flashed/displayed in selected LED billboards within the city


Plan all your trips within the city for this week. Make sure to identify the right route to take.
